Chevron Phillips Faces an Ethylene Unit Process Upset on Cinco de Mayo

Cheron Phillips Cedar Bayou Plant released emissions for almost 13 hours starting at 2:15 AM through 3:00 PM in the afternoon on May 5, 2025 forcing an Ethylene production unit to flare for quite an extended period.
According to the TCEQ filing, a sudden and unexpected steam supply disruption caused by a boiler feed water process resulted in significant emissions of Ethylene, Carbon Monoxide, Nitrous Oxide and lower volumes of other products were also listed.
Feed was reduced to the furnaces as operational personnel followed standard procedures and worked to minimize emissions.
According to Resintel's supply / demand database, Ethylene production at the Cedar Bayou site has total site annual capacity over 5.1 billion lbs/year, although only one unit was affected
It remains unclear how much its 1.2 million tons/year Polyethylene production capacity at the site may be at risk of reduced operations or shutdowns amid reduced feedstock availability.
